<description>CALSTART is partnering with other NGV stakeholders to create a Natural Gas Vehicle Cooperative Purchase Program (the Cooperative) to coordinate the high volume purchase of light- and medium-duty vehicles by public and private fleets.   The Cooperative will assist fleets in “greening” their fleets with cleaner alternative fuel vehicles at affordable prices.  It addition, the Cooperative wants to aggregate large enough numbers to incentivize dealers and manufacturers to not only participate in the Cooperative, but help them expand the market for these vehicles. It is proposed to conduct this program mostly within California, but including Arizona and Nevada to increase potential demand, with the possibility of expanding it beyond these states if this effort is successful and if there is funding available.</description>

The initiative was drafted by Republican Congressman from Oklahoma, John Sullivan. The bill, approved by a 393-35 vote, authorizes the Energy Department to undertake a program of natural gas vehicles (NGV) for five years funded with USD 30 million annually starting in the 2010 budget year. The research program aims to help the continuous improvement and development of new, cleaner and more efficient light, medium and heavy engines. The project also aims to improve the reliability and efficiency of the CNG refueling stations and promote the use of natural gas engines in hybrid vehicles.</description>

<description>Natural gas is the cleanest fossil fuel—it produces less than half as much carbon pollution as coal. Recent technology advancements make affordable the development of unconventional natural gas resources. This creates an unprecedented opportunity to use gas as a bridge fuel to a 21st-century energy economy that relies on efficiency, renewable sources and low-carbon fossil fuels such as natural gas.
Despite the potential energy, economic and security benefits of natural gas, the recently House-passed American Clean Energy and Security Act (HR 2454) does not include enough opportunities to expand its use. The Center for American Progress and the Energy Future Coalition therefore propose a number of policies that would increase the use of natural gas and low-carbon energy sources while providing additional protection for our climate and communities.</description>

<description>There were high hopes in 1982 at Arkansas Oklahoma Gas Corp. about the future of using compressed natural gas to fuel vehicles.  The Fort Smith-based natural gas utility, which has about 46,000 customers in Arkansas and 14,000 in Oklahoma, invested $70,000 to install a 10-vehicle compressed natural gas (CNG) fuel station in 1982, and by 1986 had installed CNG conversions on 70 of its 120-vehicle fleet. By the end of 1986, the company was using about 400 MCF (one thousand cubic feet) of CNG in the vehicles — an amount equivalent to 3,200 gallons of gasoline. The CNG use would peak at about 500 MCF in the late 1990s.</description>
